It allows each industry to explore how it can contribute to transformation given the constraints and context of that particular industry. The private sector is allowed some space to drive the process but the Minister is empowered to issue codes of good practice that will form the basis of criteria for the granting of licenses and other authorisations. These codes will react to the changing needs of the transformation process and also vary the pressure on the private sector depending on where we are. Definition of Empowerment An integrated and coherent socio-economic process that directly contributes to the economic transformation of South Africa and brings about significant increases in the number of black people that manage, own and control the country’s economy as well as significant decreases in income inequalities!
