Systems Strengthening

The Systems Strengthening Department (SSD) was created in 2011 in response to the PEPFAR realignment process. As PEPFAR partners move away from a service delivery model to a technical assistance model, FPD has realized the need for a department assisting district management teams with strengthening their management systems. The SSD consists of Public Health Medical Specialists, Public Health Advisors, other subject specialists and a Project Manager. Technical assistance is provided based on the needs of partner districts.

 Technical Assistance Activities

The System Strengthening Department performed a situational analysis of the districts to ascertain their needs for TA based on the WHO Service Delivery Building Blocks.

Situational Analysis

The above needs that were identified are depicted on the framework below:

Needs from Situational Analysis

Providing technical assistance and systems strengthening to partner districts cuts across various FPD departments, and therefore the team uses a matrix organizational design to implement Technical Assistance. This ensures progress towards Health System Strengthening in an integrated and holistic manner.

FPD has been identified as a District Support Partner (DSP) in 5 districts viz: Tshwane (incorporating Metsweding), Vhembe and Capricorn in Limpopo, Nkangala in Mpumalanga and Cacadu in the Eastern Cape. FPD is also a facility based partner in 2 districts viz. Greater Sekhukhune and Bojanala.
